For a few years now, I've seen small wood cutouts swinging from power/phone lines over Rancho Park's intersections. The latest version looks like a burglar complete with a fedora, trench coat and bag of money. One side is painted gold and the other, black. It appears to be hanging from a string and the other end is usually tied to a padlock, presumably used to toss the cutout in the air to get hung up on the lines. I think I've seen 5 or 6 of these on the Westside. Before this version, there were at least 10 peace-dove cutouts hung in the same manor around the area.
Anyone have any idea what they mean?
